Horizon Resort II is a gated development of semi-detached bungalow-style homes on the edge of San Miguel de Salinas, an inland hill town in the Vega Baja of Alicante province. Phase 1 comprises 72 homes arranged in eight terraces around two communal swimming pools and 3,434 m² of landscaped communal grounds.
Every home has two bathrooms and either two or three bedrooms. The ground floor homes open onto a walled private garden through a covered porch; the top floor homes are reached by their own external staircase and have a private roof solarium of 71 to 89 m² — larger, in most cases, than the apartment beneath it.
The town centre is a five-minute walk away: a health centre with a 24-hour emergency unit, two pharmacies, four supermarkets, a Wednesday market and a square of bars and restaurants that stay open through the winter. The nearest beach is a fifteen-minute drive. Six 18-hole championship golf courses lie within twelve kilometres.
What is a "bungalow" in Spain?
Not a single-storey detached house, which is what the word means in Britain and much of northern Europe. In Spanish property a bungalow is one dwelling within a low-rise terrace of two levels, each level a completely separate home with its own front door. A bungalow bajo (ground floor) has a private garden at ground level. A bungalow alto (top floor) is entered by its own outdoor staircase and has the roof above it as a private solarium. Nobody lives above a top-floor bungalow, and nobody walks through your garden to reach theirs.

This is the only real decision at Horizon II — the interiors are near-identical. Both levels have the same kitchen, the same two bathrooms and the same open-plan living space. What differs is the outdoor space, and the two answers suit genuinely different lives.

Every home is covered by a ten-year building insurance policy under Spain's Ley 38/1999 de Ordenación de la Edificación. In practice Spanish new builds carry three layers: ten years on the structure, three years on habitability — damp, insulation, waterproofing — and one year on finishes.

The town
A town that is open year-round
The pink salt lake at Torrevieja, a short drive from San Miguel de Salinas
This is the argument for buying inland rather than on the Orihuela Costa strip, and it is worth stating plainly. San Miguel de Salinas has a population of about 7,177 people. Roughly 57% of residents were born abroad — British, Dutch, German, Norwegian and Swedish, mostly — but it remains a Spanish town with a Spanish rhythm, not a holiday urbanisation that boards up in October.
The centre has a health centre with a 24-hour emergency unit, two pharmacies, and supermarkets — Consum, Masymas, DIA and a Spar Express — within walking distance. A market of more than a hundred stalls fills Calle Juan XXIII every Wednesday morning. There are bars and restaurants that serve locals in February, including one built inside a cave house.
The town's origins are Roman, at a place recorded as Nisdomia. The church on Plaza de la Libertad was finished in 1719 and was one of the few buildings in the area to survive the Torrevieja earthquake of 1829. The municipality reaches west to the Pedrera reservoir and south into the protected Sierra Escalona, one of the last dispersal areas in Spain for Bonelli's eagle.
For families, El Limonar International School Villamartín is inside the San Miguel municipality — a British-curriculum school of more than 600 pupils from over 35 nationalities. State primary and secondary schools are both in the town itself.
The climate
The nearest official AEMET weather station records 2,953 hours of sunshine a year, a mean annual temperature of 18.2 °C and 277 mm of rain. January averages 11.6 °C; August averages 26.1 °C. The two salt lagoons give the area a distinct microclimate that moderates temperature extremes — a fact noted on Torrevieja's own tourism portal.
You will see it claimed that the World Health Organization named Torrevieja one of the healthiest climates in the world. We have been unable to find any WHO document that says so, and we would rather tell you that than repeat it.

The questions buyers actually ask

Is it safe to buy off-plan property in Spain?
It is, provided the legal protections are actually in place. Under Ley 57/1968, modernised by Ley 20/2015, every euro you pay after signing the private purchase contract must be covered by a bank guarantee (aval bancario) or an insurance policy naming you personally, and held in a segregated account. If the home is not delivered, you can reclaim the money plus legal interest. Ask for the guarantee documentation in writing before you transfer any stage payment, and appoint an independent Spanish lawyer of your own choosing, not one we introduce you to.
What happens if the September 2027 handover date slips?
Construction delays happen, and it is better to say so plainly. The contract sets the delivery date and the remedies if it is missed; the bank guarantee covers your stage payments if the development is not completed. Before you sign, read exactly what the contract says about delay, what grace period applies, and what compensation is due. We will go through that clause with you rather than leaving it to the signing appointment.
How much deposit do you pay on off-plan property in Spain?
At Horizon Resort II the reservation is €10,000, which takes the home off the market. Fifty per cent of the price is then paid in two stage payments of 25% during construction, the first 30 days after the reservation is signed. The remaining 50% is paid at the notary on handover.
What does it cost to buy, on top of the price?
Budget approximately 12.5–13%. On a new build in the Comunitat Valenciana that is 10% IVA plus 1.4% AJD stamp duty, then notary (roughly €600–1,000), land registry (roughly €400–700) and an independent lawyer at about 1% plus IVA. Note the AJD rate: it was cut from 1.5% to 1.4% by Ley 5/2025 with effect from 1 June 2026, and many competing websites still quote the old figure.
Why 10% IVA and not transfer tax?
Because this is a new build sold for the first time, which attracts IVA (VAT) at 10% plus AJD stamp duty. Transfer tax (ITP) applies to resale property instead — in the Comunitat Valenciana that rate fell from 10% to 9% on 1 June 2026. You pay one or the other, never both.
Can you get a mortgage for off-plan property in Spain as a non-resident?
Yes, though on different terms. Non-residents are typically offered 60–70% loan-to-value against roughly 80% for residents, at somewhat higher rates and over shorter terms. Lenders will want your passport and NIE, proof of non-residence, payslips or accounts, tax returns and bank statements, often with a sworn translation. The mortgage is normally arranged to complete at handover, not at reservation. We can introduce you to brokers who place non-resident lending routinely.
Do I need an NIE number?
Yes. The NIE (Número de Identidad de Extranjero) is a foreigner's tax identification number and you cannot complete a purchase, pay the taxes or put utilities in your name without one. It can be obtained in Spain or through a Spanish consulate in your own country, and it is a straightforward process. Ask us and we will walk you through it.
What is a bungalow in Spain, exactly?
It is not the detached single-storey house that the word means in Britain. In Spain a bungalow is one home within a two-level terrace, where each level is a fully independent dwelling with its own front door. A ground-floor bungalow (bungalow bajo) has a private walled garden. A top-floor bungalow (bungalow alto) has its own external staircase from the street and a private roof solarium. The two homes share a floor slab, not a hallway.
What does "pre-installation of air conditioning" mean?
It means the pipework, drainage and electrical conduits for split air conditioning units are routed inside the walls while the home is being built, so that units can be fitted later without channelling out the plaster. The air conditioning units themselves are not included in the purchase price. It is worth budgeting for this separately — ask us for a current quote for the bedrooms and living room before you commit.
What is the aerothermal system?
Aerothermal technology extracts heat from the outside air to heat domestic hot water, using considerably less electricity than a conventional immersion heater. Each home at Horizon II has a Nuos Split Inverter system with a 150-litre tank. It is standard on better Spanish new builds now and it shows up directly in the running costs.
How much are the community fees?
The exact figure for Horizon Resort II is still being finalised and we will publish it here as soon as it is fixed — we would rather leave it blank than guess. For context, a development of this size and specification, with two pools and landscaped communal grounds, would typically fall in the range of €80–200 per month on the Costa Blanca. Ask us and we will tell you where this one is expected to land.
Is San Miguel de Salinas a good place to live year round?
It is a functioning Spanish town of about 7,177 people, not a holiday urbanisation. There is a health centre with 24-hour emergency cover, two pharmacies, four supermarkets, a weekly market and restaurants that stay open through the winter. Around 57% of residents were born abroad, so English is widely spoken, but the town does not empty out in October the way parts of the coast do. That is the main reason buyers choose here over Orihuela Costa.
How far is the beach, really?
Punta Prima is 10.4 km and about fifteen minutes by car; La Zenia 11.1 km; Torrevieja's Playa del Cura 12.4 km; Cabo Roig 13.4 km; Campoamor 14 km. You will see "1 km to the sea" on some listings for this development — that is simply wrong, and we would rather you heard the real number from us.
How long can I stay if I am British?
Ninety days in any rolling 180-day period, under the Schengen rules that have applied since Brexit. Owning property in Spain does not extend that in itself. If you want to stay longer you would need a visa — the non-lucrative visa is the usual route for retirees and requires proof of income of roughly €28,000 a year. This is a question for an immigration lawyer, and we can point you to one.
Is Spain about to charge non-EU buyers a 100% tax?
It was proposed in January 2025, and as of the last check it had still not been debated in Congress, has not passed, and is not in force. Nothing extra is payable by a non-EU buyer today. The proposal as announced would have applied only to non-resident buyers from outside the EU. It is a live political topic, so we re-check it, and your lawyer should confirm the position at the point you sign.
Can I let the property out?
Holiday letting in the Valencian Community requires registration in the regional tourism register and a compatibility certificate from the town hall, and the rules have tightened. Long-term letting is more straightforward. Note also that a new build cannot be let until it is registered and licensed. If rental income is central to your plans, tell us before you reserve so we can check the current position for this municipality.
Is there parking?
The quality memorandum for Horizon II does not specify allocated parking, and we are not going to claim it does. Some third-party listings mention parking or a garage; we are confirming the position and will publish the answer here once we have it in writing. Ask us and we will tell you where that confirmation currently stands.
How do I check the build quality before I sign?
You are entitled to a snagging inspection before the Acta de Entrega, the handover deed. An independent surveyor walks the home and lists defects; those are normally put right within 15–30 days before you accept the keys. After handover you are covered by the LOE warranties — ten years structural, three years habitability, one year finishes. We recommend an independent snagging survey on every off-plan purchase, including ours.
